According to international law, a state is considered as occupying a territory if it has “effective control” over it, even if no soldiers are deployed on the ground. Because Israel has imposed a strict air, sea, and land blockade on Gaza since 2007—thus having effective control over the territory—Israel has been considered to be occupying Gaza since that time according to the United Nations, the European Union, and numerous international organizations. Beyond the borders, Israel also exerts control over Gaza’s electric grid, water infrastructure, banking infrastructure, and telecommunications infrastructure, providing further avenues of control.
