By this definition, the Holocaust would not be considered a genocide since millions of Jews weren’t killed by the Nazi regime.
Article II of the Geneva Convention describes genocide as “a crime committed with the intent to destroy a national, ethnic, racial or religious group, in whole or in part.” (emphasis mine) It is not necessary to kill all or most members of a group
