The classification errors the Henry Jackson report by Major Andrew Fox noted affected only a very small percentage of overall deaths. For example, only around 0.32% of the entries incorrectly classified men as women, and only 0.24% incorrectly classified natural deaths as war casualties.
The Henry Jackson report also overlooks similar errors made in the opposite direction (i.e. 0.23% of the entries incorrectly classified women as men).
A more comprehensive look at all mistakes in the data concluded that the pattern of mistakes was consistent with random error rather than deliberate manipulation.
