Israel (along with the Palestinian Authority and the US) have deliberately prevented new elections from taking place since Hamas’s 2006 election victory. Hamas may not be the most democratic entity in the world, but Israel, the PA, and the US have actively undermined attempts at new elections because they are afraid Hamas will win again—not only in Gaza but in the West Bank as well. Like Hamas or not, this is clearly undemocratic behaviour.
That said, Hamas holds internal elections every four years to elect the dozens of members comprising its Shura Council, which in turn elects the 15 or so members of the political bureau. The last internal election was held in 2021.

Keep trying to invent history. The palis didn’t exist until the mid 1960s.
