Syria is not a party to the Rome Statute, which means that the International Criminal Court (ICC) has no jurisdiction there. On the other hand, the International Court of Justice (ICJ) has issued rulings against Syria, such as this order to prevent torture and the destruction of evidence. Additionally, there are over 20 UN resolutions against Syria.
The ICC has also prosecuted several individuals in Sudan and Rwanda, among others.
