Israel has deliberately cut humanitarian aid into Gaza for certain periods following Hamas’s election victory.
In 2006, after Hamas won the Palestinian legislative elections, Israel decided to blockade Gaza and reduce the amount of food that entered, while Western governments' imposed an aid boycott (preventing food, medicine, and aid funds from entering Gaza). As Dov Weisglass, adviser to then-president Ehud Olmert said in early 2006, "It's like an appointment with a dietician. The Palestinians will get a lot thinner, but won't die."
To cope with these restrictions, it is likely that some food and aid continued to be smuggled in through tunnels. The diet of Palestinians would also have been supplemented from fishing and growing their own food.
