Under the Fourth Geneva Convention, occupying powers are obliged to ensure the health and welfare of the civilians of the territories they occupy.
Israel is considered to have been occupying Gaza since 1967, even after pulling out its settlers and soldiers in 2005. This is because, even after this withdrawal, it continued to maintain “effective control” over the territory via its air, sea, and land blockades as well as its control over the water, electricity, and gas entering Gaza.
